Registration in Central Rehabilitation Register (CRR)
(Effective from 14.10.2025)
As per Section 13 of RCI Act, 1992, “No person, other than the rehabilitation professionals/ personnel who possess a recognized rehabilitation qualification and is enrolled on the Central Rehabilitation Register:
• shall hold office as rehabilitation professional or any such office (by whatever designation called) in Government or in any institution maintained by a local or other authority;
• shall practice as rehabilitation professional anywhere in India;
• shall be entitled to sign or authenticate any certificate required by any law to be signed or authenticated by a rehabilitation professional;
• shall be entitled to give any evidence in any court as an expert under Section 45 of the Indian Evidence Act, 1872 on any matter relating to the handicapped.”
The persons registered with RCI with valid and active registration only shall be entitled to practice as a rehabilitation professional/personnel in any part of India and to recover in due course of law in respect of such practice any expenses, charges in respect of medicaments or other appliances or any fees to which they may be entitled.
Categories of Professionals under section 19 of RCI Act, 1992
The following Categories of Rehabilitation Professionals/ Personnel possessing recognized rehabilitation qualification are registered in the Central Rehabilitation Register maintained by the Rehabilitation Council of India.
Rehabilitation Professionals/ Personnel having Council’s recognized qualification should apply online to get themselves registered in the Central Rehabilitation Register.
- Audiologist and Speech Therapists
- Clinical Psychologists
- Hearing Aid and Ear Mould Technicians
- Rehabilitation Engineers and Technicians
- Special Teachers for Education and Training the handicapped
- Vocational Counsellors, Employment Officers and Placement
Officers dealing with handicapped - Multipurpose Rehabilitation Therapists, Technicians
- Speech and Hearing Technician
- Rehabilitation Psychologists
- Rehabilitation Social Workers
- Rehabilitation Practitioners in Mental Retardation
- Orientation and Mobility Specialists
- Community Based Rehabilitation Professionals
- Rehabilitation Counsellors/Administrators
- Prosthetists and Orthotists
- Rehabilitation Workshop Managers
- Any other
Norms and Guidelines for Registration/Renewal/Add-on-Qualification of Section 19 of RCI Act, 1992:
- No Fee for fresh CRR number or Renewal or Add-on Qualification
- Certificate and Diploma courses which are handled by NBER already have an enrolment number given by NBER/RCI will not require to register separately or pay any fees for registration in CRR. When final results are declared, CRR will automatically be available on RCI website for download.
- Fresh Graduate/PG course students not having CRR can register themselves for pre-CRR on RCI portal at a nominal fee of Rs 100/-. In due course, RCI TTIs will be encouraged to push this data to RCI after admission season is over, and the students of colleges doing this step will not be required to pay even rupees 100/-. Those registered in Pre-CRR, need not to apply again, the Council will issue CRR free of cost for graduate and above level courses also provided the institute/university submit the data of passed out students through API to RCI within two months from declaration of the results.
- If the fresh Graduate/PG course candidate has not registered for Pre-CRR with RCI within first 3 months of starting of the course, the application fee for registration in CRR will be Rs. 500/-, which will be paid by the candidate while applying through online registration portal.
- Professionals who are qualified to register in the CRR shall register with the Council within 6 months from the date of completion of an approved course.
- Those who have not applied for Pre-CRR with RCI within the first 3 months of starting of the course, the application fee for registration in CRR will be charged Rs. 500/-, which will be paid by the candidate while applying through online registration portal.
- All the process of registration is online. Read the guidelines from website before applying. The details to be filled in the form must be correct as per the certificates attached.
- All the attachments required for registration should be taking good quality colour scan of the original documents and will be uploaded while filling the form.
Please note that points 1(b) to 1(g) above are only for Professionals having graduate and above qualification. This is not applicable for the Diploma/Certificate level courses for which NBER has conducted the examination.
- Validity of CRR
The registration/renewal will be valid for seven (7) years from the date of registration/renewal of CRR. Those already having 5 years valid CRR on the day of issue of this circular will get automatic extension of two years, with accumulated CRE points staying intact. - Automatic Renewal of CRR
Renewal of registration will be done automatically between 90 days to date of expiry to the date of the expiry of registration, provided the candidate has 100 CRE points or more in their account. The CRE points will not be carried forward for next renewal, meaning the candidate has to acquire fresh 100 CRE points for next renewal cycle. - Renewal of Registration of Professionals above 65 years of age
The Professional/Personnel attending the age of 65 years and having active CRR, their registration will be renewed without any fee even if they do not have CRE points in their account and the validity of the renewal will be valid for next 10 years and every ten years thereafter. - Gap in CRR Registration/Renewal
- If the Professional/Personnel has not got a CRR, or has a gap in renewal, then a penalty of Rs 100 per month of delay, subject to maximum penalty of Rs 5000/- will have to be paid online.
- For delay in fresh registration/add-on qualification, the candidate is expected to register/add-on qualification within six months from the date of acquiring the qualification, thereafter, a penalty of Rs 100 per month of delay, subject to maximum penalty of Rs 5000/- will have to be paid online.
- Please note that for renewal, 100 CRE points will be required as needed, apart from paying this penalty.
- Validity of CRR will only be considered from the date of renewal. The gap period will not be treated as active CRR and duration of this will be treated null and vide. Therefore, all the Professional/Personnel are requested to acquire the 100 CRE points to avoid the gap in renewal.
- Introduction of Dashboard for correction in CRR
Correction tab on the dashboard of the registered Professional/Personnel will be added to enable them to apply for correction in their name, father’s name or correspondence address based on Aadhar based eKYC of the candidate, which will reduce the paperwork, as presently this facility is not available on the dashboard. Correction of this type in registration will be totally online and free of cost. - Good Standing Certificate:
- Good Standing certificate is issued only to the registered Professional/personnel with valid and active registration
- Process of application is online.
- All attachments required for registration should be original coloured scanned copies of the respective document.
- The testimonials of character and conduct as stated in Col. ‘6’ of the application form should be from persons of standing i.e. Gazetted Officers, Members of Parliament, Member of Legislative Assembly/Magistrate 1st Class, and the Principals and Professors of Colleges in any discipline or from other persons of similar status.
- The names of the reference in column ‘7’ may be mentioned with complete and correct addresses to whom a reference could be made. These should not be the same persons who have issued a certificate as asked for in Col. ‘6’ of the application.
- After applying, the signed hard copy of Good Standing to be sent to RCI along with original documents as mentioned at column 6 & 7.
- Fees for Good Standing Certificate is Rs. 1500/-. Payment to be made online.
- Pre-Registration:
This is an innovative step by RCI. Each candidate enrolled for any RCI approved training programme (Certificate/Diploma/Degree/Others) shall apply for Pre-Registration with Course and institute details, enrolment number, Aadhar number, email ID etc. The nominal fees of Rs. 100/- will charged. The candidate after successful completion of the training programme will receive CRR registration without extra fees.For the candidate with pre-registration, RCI will grant pre-CRE points to students pursuing RCI approved training programs for attending (online, offline, experiential) CRE programmes with maximum 10 points per year. No fees will be charged for the CRE programs directly organized by RCI. The points will be added to their account when they get their CRR number from RCI after successful completion of their course.
