Norms & Guideline for CRE

Continues Rehabilitation Education (CRE) Programme

(Effective from 14.10.2025)

RCI is responsible for the development, standardization and monitoring of training programs in the field of disability rehabilitation and special education. It is mandatory to register in Central Rehabilitation Register (CRR) of RCI to work in the field of disability. After registration, RCI has the additional responsibility to ensure that professionals/personnel in these fields to update and upgrade their knowledge and skills on a continuing basis through Continuing Rehabilitation Education (CRE) program. The objectives of CRE programs, and the norms / guidelines for conducting CRE programs are enumerated below:

Objectives of CRE

  1. To upgrade the knowledge and skills of in-service and practicing rehabilitation professionals/ personnel, registered with the RCI u/s 19 of the RCI Act of 1992.
  2. To update professional knowledge and skills of master trainers working in the field of disability rehabilitation and special education.

Methodology of CRE program:

  1. Online mode: The technology platform will be provided by RCI. All participants will pre-register (upto starting time of the webinar and login through mobile OTP verification, using the mobile number registered with CRR. Resource person(s) shall be arranged by Institute. Institute shall provide a set of Multiple Choice Questions (MCQ) topic wise from respective resource persons (@ 4 questions per hour) maximum two days prior to the scheduled programme, which will be programmed by RCI before start of webinar and shall be displayed to the audience at random time intervals during program. All participants shall answer them online within a minute timeframe (for each question). Evaluation sheet shall also be displayed online to participants immediately after the webinar is completed. The participants must score overall 60% or more to qualify for CRE points. Based on correct answers, they will be declared pass/failed in CRE and accordingly CRE points shall be generated and added to RCI’s database which can be accessed at individual participant’s registration dashboard at RCI portal. RCI reserves the right to record all proceedings of online CRE, collect random photographs during progress of CRE and later on broadcast the recorded program on electronic and social media channels. Every online lecture shall typically consist of 45 min of lecture followed by 15 min of interaction with participants. RCI will also organize CRE online programs directly. RCI may collaborate with National Institutes/CRCs/RCs or any other agency to organize CRE programs.
  2. Offline mode: For local/District levels, Institute shall organise CRE program, preferably in its premises or Special Schools of Inclusive School/College premises. High quality Resource person(s) must be arranged. A suitable evaluation shall be done by each resource person for each participant, based on which CRE points shall be granted. The questions will be of multiple choice based on the sessions conducted and not only based on the contents given through the PPT. The participants must score overall 60% or more to qualify for CRE points.  Minimum 50% of Offline programs must be focussed on experiential learning / hands on training / on job training.
  3. Experiential Mode: Apart from classroom type training, actual EXPERENTIAL learning by visiting Research institutes, hospitals, manufacturing units, Early Intervention centers, Anganwadis, educational institute, participation/surveys in Government schemes like ADIP/ UDID, Skills, DDRS, etc, will be encouraged. Exposure to and working on field level Assistive Technology, assistive issues, Central and States Govt. Schemes, etc. will thus also count towards gaining CRE points.

Norms and Guidelines and Eligibility Conditions

  1. Duration of CRE Programmes:

There will be offline CRE, Online CRE Programme and also through experiential Learning. The offline CRE programme may be conducted from one day to three days and the online programme from one hour to six hours. Minimum 50% of Offline programs must be focussed on experiential learning / hands on training / on job training.

  1. There will be no CRE processing fee for any Institute/University conducting the CRE programmes.
  2. CRE Points, fees and programme conduct norms
  1. CRE points will only be considered for those who attended the CRE programme as participants/resource persons.
  2. A maximum of six CRE programmes (three online & three offline) may be conducted[RA1] [H2]  by the Institute/University (offering RCI-approved course) within a given financial year; however, this condition will not be applicable to Centres of Excellence. In that case, prior approval of RCI (on the CRE portal) will be required if they are exceeding more than 12 online CRE programs or more than 12 offline CRE programs in a financial year. Online CRE programme to be conducted in Hindi/Vernacular/English on the same topic (Morning and Evening) using only Webex platform provided by RCI.
  3. Professional Associations or the Special Schools with good credentials may collaborate with the ‘Centres of Excellence’ of RCI for conducting the CRE programme. The Centre of Excellence will be the organiser of these CRE programs.
  4. RCI itself may organise a number of online and offline CRE programs across the country.
  5. Resource person can deliver a maximum of three lectures in a three/two-day programme and a maximum of two lectures in a day programme. Suitable honorarium must be paid to resource persons and sign language interpreters on an hourly basis.
  6. Experienced professionals must be engaged as a resource person for CRE. However, in case of change, a maximum of 30% of the resource persons may be changed with justification and documentary evidence, and if found violating the rule, the CRE programme will be rejected.
  7. The online program will be evaluated by placing the questions on Slido. For each question one minute time will be given to answer, after that the question will disappear. For offline program the host institution will prepare a set of questions and will provide to participant after every session. The passing criteria will be minimum 60% for awarding CRE points.
  8. The Council may conduct surprise inspections of all/any CRE programme to monitor the standard of the programme.
  9. The CRE report must be submitted through the online CRE portal within two (2) days after completion of the CRE programme. If organizing institute fails to do this, the institute may submit CRE report through online CRE portal within four (4) days from the date of completion of CRE programme with a penalty fee of Rs. 5000/-. If it fails on both the occasions, the CRE report will not be accepted, and the host institution will be debarred from conducting CRE programmes for two years and the CRE points of CRE coordinator will be reduced by 20 points.
  10. No hardcopy of CRE certificate will be issued by the host institutions, as it is causing confusion. Participants will be able to see their CRE points on their registration dashboard.
  11. CRE Programme shall be monitored by RCI and if found that CRE norms are not implemented, then the institute may be debarred for conducting CRE for the next 5 years and CRE points of CRE coordinator will be reduced by 20 points.
  12.  If any participant blocks seat and neither pays fee nor cancels his/her application before 48 hours of starting of the CRE, a minus five (-5) CRE points will be given for spoiling one seat to these candidates.
  13. 48 hours before the start of the CRE to the start of the course time, the organiser/course coordinator may delete the name of candidates who have registered but not paid the registration fee and to allow other candidates to register.

n. Any complaints with regard to non-attending participants will be taken very seriously, both against the candidate as well as the Course Coordinator and the Organiser. 

o. RCI may conduct 1 to 2 hours training course online for various course coordinators so that they know how to conduct the CRE, fill the report, to send data and evaluate/ exam etc.

p. Pre-CRR registered participants will get pre-CRE points if they attend the programme, which will be carried forward (maximum 20 points) when they finally get the CRR.

A registration fee of 500/-per day for offline CRE may be charged by the host institutions. Any other items like food, kit or accommodation may be provided at an extra cost, but these must remain optional.

This CRE programme is for institutions offering RCI approved course(s).

For offline programmes the participants from local / nearby districts may be encouraged to participate.

  1. CRE proposals must be submitted before 30 days in advance through online CRE Portal.
  2. ICT requirements for ONLINE mode (mandatorily on RCI webinar platform):
    1. Ensuring adequate internet connectivity for online CRE at institute and participant levels
    2. Arrange proper camera, speaker, mic enabled desktop/ laptop for delivery of talk, for each speaker. The lighting should be proper and there should be no background noise.
    3. All accessibility/ adaptation features to be ensured by Institute so that any PwD participants will have no difficulties
    4. Sign language interpreter must be engaged, if needed for the said CRE.
  3. Participant shall apply online on RCI’s website for online / offline / experiential CRE programs. This will be open only till start time of the CRE program. Nobody will be able to register after the program starts. The participants may only register for CRE programme in their own area of specialisation except the inclusive education programme.
  4. Any dispute arising out of quality of CRE will be the responsibility of the organizing institute and shall be resolved by it. RCI shall stand legally immune out of any such dispute.

Submission of reports after CRE:

  1. The CRE report must be submitted through the online CRE portal within two (2) days after completion of the CRE programme. If organizing institute fails to do this, the institute may submit CRE report through online CRE portal within four (4) days from the date of completion of CRE programme with a penalty fee of Rs. 5000/-. If it fails on both the occasions, the CRE report will not be accepted, and the host institution will be debarred from conducting CRE programmes for two years and the CRE points of CRE coordinator will be reduced by 20 points.
  2. For Online mode: Reports, PPTs and other study material shall be submitted online by institute.
  3. For Offline mode: Reports, PPT, group photographs, videos and attendance sheet, evaluation sheet shall be submitted online by institute, during and immediately after the event.

Pre-CRE: RCI will grant pre-CRE points to students pursuing RCI approved training programs for attending (online, offline, experiential) CRE programmes with maximum 10 points per year and maximum 20 points. The points will be added to their account when they get their CRR number from RCI after successful completion of their studies. No fees will be charged for the programs directly organized by RCI.
