The Govt. of India has launched Sarva Shiksha Abhiyan for Universalization of Elementary Education. The 86th constitutional amendment has made free and compulsory education, a right of all children from 6 to 14 years of age, has given thrust to the goal of Universalization of Elementary Education.

The Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act 1995 has cast the statutory responsibility on all appropriate Government that every child with a disability shall has access to free education up to 18 years of age.

One of the focus area of Sarva Shiksha Abhiyan is to increase access, enrolment, retention of all children including the children with special needs and to reduce drop outs.
